Josh Jarrell gained valuable experience working in government before going to law school.  His experience, in both the U.S. Congress and the U.S. Senate, continues to shape his practice as he helps clients achieve their business goals.  Josh leads the firms’ Opportunity Zones working group and has advised clients how to structure investments and operate in opportunity zones in compliance with state and federal tax laws and regulations.

Experienced in all facets of the emerging cannabis industry, Josh helped found the firm’s Cannabis Counsel which advises the firm’s cannabis clients on applying for hemp and medical cannabis permits, day-to-day operations, and compliance obligations for growers, processors, and dispensaries. In addition, Josh regularly counsels clients on an ever-changing regulatory landscape, including the interstate sale of cannabis under the 2014 and 2018 Farm Bills and industry best practices as they eye expansion opportunities.

He is co-lead of the firm’s Alternative & Renewable Energy team and advises developers and other participants on project development and siting for wind and solar.  Josh has extensive experience in economic development and project finance, including the issuance of taxable and tax exempt bonds, tax increment finance, and the West Virginia Tourism Development Act.

Josh is the former Deputy Secretary and General Counsel at the West Virginia Department of Commerce. Clients appreciate his business minded approach and accessibility as much as they do his legal experience.
