Overview

Steptoe & Johnson’s attorneys understand the complexity of the government contracting process and have assisted all sizes of businesses and organizations as well as individuals through the entire public contract life cycle. Our Government Contracts Team has represented a multitude of clients with respect to numerous federal, state, and local government contracts with values in the hundreds of millions of dollars. The team regularly helps clients with local, state, and federal contracts and grants, from the initial bid to the contract award, protests related to the award or contract terms, contract administration, and suspension and debarment issues to termination and closeout.

Team members have experience with helping contractors navigate regulatory requirements such as mandatory reporting, inspections, testing, and compliance with regulations and statutes.

Representative Experience

  • Performed the full life cycle of government contract administration, including initial reviews of solicitations, legal reviews of proposals and quotes, negotiation and drafting of resulting contracts and subcontracts, and resolution of post-award issues with contracting parties and contract management/audit authorities  
  • Obtained a $50 million judgment related to a procurement fraud scheme against a Singapore-based procuring agent and successfully handled the subsequent insurance claim for the Base Operations Support service contract on Diego Garcia in the British Indian Ocean Territory 
  • Represented government contractors in bid protest litigation contract formation issues, post-award bid protest litigation, contract administration and claims, and in connection with other related proceedings 
  • Served as lead counsel in several bid and size protests filed before the U.S. Government Accountability Office (GAO), the U.S. Court of Federal Claims, the Small Business Administration, and appeals at the U.S. Court of Appeals for the Federal Circuit 
  • Represented clients at various boards of contract appeal 
  • Conducted client training related to the federal Procurement Integrity Act and compliance issues involving mandatory disclosure
  • Successfully represented a government contractor in a protest with the GAO
  • Represented a food service client in a multimillion-dollar government contracting dispute
